Regional economic integration has become one of the main drifts in modern world economic development. Participation in regional economic integration is even more crucial for Mongolia, which is located between the Russian Federation and the People ’s Republic of China, two countries that are huge impact on the world economy. Since Mongolian government transitioned to a democratic government in 1990, Mongolia's economy has also transitioned to a market economy. The market economy is economy which is rules by law. Mongolia’s Free zone legal system is essential for the construction and operation of free trade zones. It is also promotion and implementation of free zones in accordance with the rule of law and could be more encouraging external conditions for the establishment of a good business environment in the Free trade zones.
On the basis of Mongolia's establishment of a Free trade zone policy in 1995, Mongolian parliament passed “Free trade zone law” in 2002. In 2015, the Mongolian Great Khural passed revised “Free Zone Law”, which is the establishment of the Mongolian Free trade zone legal system. It is adopted a legal form to regulate the government ’s investment environment to support individual and corporate import and export. And also cultivate export-oriented production and regulate the behavior of free trade zones of relevant state agencies and enterprises. Under the premise of public policies, the implementation of laws and administrative regulations to authorize legislation in the free zone will not directly affect the overall stability of the country's political and economy situation. At the same time, it will be based on the Constitution and its principles, should never exceed the Constitution. Deficits in the legal system of Mongolia's free zone are still recognizable. As a completely landlocked country, Mongolia only could establish cross-border free zones the advance of the Russian and Chinese markets and free zones the advance of densely populated cities. However, the legal system of Mongolia's Free zone absences sufficient applicability and its process has many difficulties.
In the process of integration into the global market and trade facilitation, China's Free trade zone has developed rapidly and achieved incredible results. Although China presently does not have national level legislation on free trade zones, but the specific regulations for each free trade zone are more targeted under the guidance of relevant laws, thereby more effectively keeping each Free trade zones have their own unique developments. Taking China's Free trade zone legal system as a reference, Mongolia can accelerate integration into economic globalization and promote Mongolia's economic and social development on the basis of improving its Free zone legal system.
